A company from Qiandongnan Prefecture participates for the first time in drafting a “national standard.”

On April 13, the Provincial Quality Supervision Bureau and Kaili Xintai Melting Materials Co., Ltd. participated in the preliminary review meeting for the formulation of the national standard "Calcium Aluminate for Water Treatment Agents," held in Zhengzhou. This marks the first time that enterprises from Qiandongnan Prefecture have taken part in drafting a national standard.

Qiandongnan Prefecture Achieves a Breakthrough in Its Substantive Participation in National Standard Activities.

　　— Kerry Xintai Melting Materials Co., Ltd. participated in the development of two national and industry standards.

　　The meeting was hosted by the Water Treatment Agent Branch of the National Technical Committee for Standardization of the Chemical Industry. A total of 40 participants attended, including representatives from 18 major domestic enterprises specializing in calcium aluminate and water treatment agents, as well as experts from the School of Environmental Science and Engineering at Tongji University and the School of Urban Construction and Environmental Engineering at Chongqing University. The participants reviewed the draft national standard “Calcium Aluminate for Water Treatment Agents” and the draft industry standard “Evaluation Method for Coagulation Performance of Water Treatment Agents.”

　　The standard preliminary review adopts a sentence-by-sentence approval process to conduct a technical examination of the standard’s content. All relevant organizations fully expressed their views from the perspective of safeguarding their own interests and promoting industry development. In particular, significant disagreements arose over key issues such as the classification and grading of product quality and their associated physicochemical indicators, as well as methods for evaluating the performance of coagulation and sedimentation and the removal of organic substances—leading to heated debates. The Xingkai calcium aluminate powder produced by Kaili Xintai Company boasts an outstanding quality, with an average mass fraction of alumina (calculated as Al2O3) exceeding 54%, representing the highest level of quality among similar products and serving as the benchmark for the highest standards discussed at the meeting. All of this is attributable to the exceptional advantages of our prefecture’s bauxite ore resources in terms of grade and quality.

　　Finally, at the special invitation of the conference, the State Quality Supervision Bureau delivered a keynote speech on the progress of standardization efforts across the state and the local conditions. Ms. Zhu Chuanjun, Secretary-General of the Water Treatment Agent Branch, expressed her recognition and appreciation for Qiandongnan Prefecture’s vigorous efforts in promoting standardization work. She expressed her hope that the Technical Committee’s 2011 annual meeting—attended by more than 100 member units—and the final review meeting for these two standards could be held in Qiandongnan. The participating companies also enthusiastically voiced their strong desire to visit and learn from our prefecture.

　　The standard will be released as a draft for public comment in August, and the final approval process will be completed in October.

　　Currently, Kaili Xintai Melting Materials Co., Ltd. holds a market share of around 30% and, as an industry leader, has become a key drafting unit for the national standard "Calcium Aluminate for Water Treatment Agents." This also makes our prefecture’s company the first enterprise in our region to participate in the formulation of a national standard.

　　With regard to the “Opinions of the People’s Government of Qiandongnan Prefecture on Strengthening Standardization Work” (Qiandongnan Fu Fa [2010] No. 34), the quality supervision authorities of Qiandongnan Prefecture are, on the one hand, helping enterprises establish and improve their own enterprise standard systems, encouraging them to actively adopt international standards or advanced foreign standards, and proactively striving to become “Enterprises with Good Standardization Practices.” On the other hand, they are supporting enterprises in participating in the formulation and revision of industry and national standards, and actively aligning themselves with international standard systems.
